The IGR data also showed that the top 10 revenue-generating states raked in N3.85 trillion as IGR in 2025, accounting for nearly 75% of the N5.15 trillion generated by the 36 states and the FCT during the year.
A further analysis of the report’s data reflected that Pay As You Earn (PAYE) tax accounted for the largest tax component of the IGR nationwide, totalling N2.64 trillion and followed by withholding tax (WHT) at N503.46 billion.
The NBS report that among the top states in IGR, Akwa Ibom raked in N100.80 billion; Kano generated N102.26; Oyo State generated N103.25 billion in 2025, up from N65.29 billion in 2024; Edo State generated N132.21 billion in 2025, rising from N91.15 billion in 2024; and Delta State ranked 6th with N202.49 billion IGR in 2025.
Other states among the top 10 states in IGR are Ogun State, which generated N252.36 billion in 2025, up from N194.93 billion in the previous year; the FCT ranked fourth, with N356.34 billion in IGR; Enugu State generated N406.77 billion IGR, representing over 100% from the N180.50 billion it raked in 2024; and Rivers State retained its second position in the chart, generating N428.42 billion in 2025.
Available statistics on the federally collected revenue in the year under review indicated that Nigeria Revenue Service (NRS) generated N28.3 trillion revenue for the 2025 fiscal year, surpassing its initial target of N25.2 trillion by roughly 12% and representing 30% increase compared to N21.7 trillion it collected in 2024
Analysts believe that the improving IGR trend at the subnational level of government is not unconnected with the fiscal reforms of the President Bola Tinubu-led administration as reflected in the increasingly more transparent and technology-driven tax administration at all levels of governance in the country.
