In its sustained efforts to ensure that telecom subscribers are protected from risks at all times, the Nigerian Communications Commission (NCC) and the Innovations for Poverty Action (IPA) recently signed a Memorandum of Understanding (MOU) for the establishment of the NCC’s Consumer Protection Embedded Evidence Lab.
The pact aims to support the commission in integrating data and evidence into its consumer protection policies and programmes with the attendant positive implication for its market monitoring, risk prioritization, policy formulation, and effective consumer empowerment.
An American non-profit research and policy organization, IPA was founded in 2002 by Dean Karlan, an economist, to conduct research, discover and advance what works to improve the lives of people living in poverty across the global geopolitical zones.
The Nigeria Country Office, IPA Nigeria, was established in 2019 in response to growing local demand for evidence.

Speaking on the collaborative arrangement, the Executive Vice Chairman of the NCC, Dr. Aminu Maida said that the initiative would help the Commission to improve complaint resolution, and drive evidence-based regulatory initiatives for a better consumer experience.
He explained: “This year, we are enhancing our analytical capacity to better protect telecommunications consumers by leveraging data for proactive decision-making.
“Through our recent partnership with Innovations for Poverty Action we are establishing an Embedded Consumer Lab to analyze consumer complaint trends, anticipate emerging issues, and inform policy decisions.
“By harnessing data effectively, we aim to strengthen consumer protection frameworks”, the industry expert added.
