The Rural Electrification Agency (REA) and Mente Energy Limited have signed a Memorandum of Understanding (MoU) in a major step taken toward achieving the collective dream for clean energy in Nigeria.

The partnership was marked by the launch of the Renewable Energy Localisation and Industrialisation Programme (RELIP) in Abuja.

Based on the terms of the MoU, it represents another bold step to transform Nigeria’s fast-evolving renewable energy sector into a fully structured, investment-ready industrial ecosystem with potential for job creation and manufacturing of energy products with the attendant implication for long-term economic growth.

Speaking on the importance of the initiative during the MoU signing ceremony in Abuja, Managing Director/CEO of the REA, Abba Aliyu, pointed out that while Nigeria had made some strides in the deployment of decentralised renewable energy, most of the economic value had been tapped by foreign countries.

The industry expert said: “RELIP changes the dynamics. By organising national demand and strengthening the institutional architecture for domestic manufacturing, we are creating the conditions for investment, jobs, and industrial growth to take root here in Nigeria. We welcome partners, both local and international, who share our vision of building a clean energy industrial base that serves Nigeria first.”

In his remarks on the deal, Founder/Managing Partner of Mente Energy, Tolu Osekita, described Nigeria’s renewable energy sector as one of the most significant industrial opportunities that had existed over the decades but remained unexplored for national benefits.

He clarified: “What RELIP does is bring structure to those significant opportunities, creating the clarity and confidence needed for capital, local and global, to invest at scale. This initiative is designed S unlock real economic value: factories, jobs, and industrial growth built on Nigerian soil, in partnership with the world.”

The REA – Mente Energy MoU establishes a five-year deal for collaboration between the partners with RELIP being its flagship initiative and of which the first phase of its implementation is within six months, will focus on building the analytical, commercia, and institutional foundations required to unlock investment within this critical ecosystem.

According to its design, the RELIP will develop targeted, component-specific investment opportunities and lay the groundwork for the upcoming Nigeria Renewable Energy Innovation Forum (NREIF 2.0), a platform designed to mobilise large-scale capital into the nation’s renewable energy sector.
