The Nigerian Communications Commission (NCC) has demonstrated Nigeria’s potential to become a leading player in the fast-evolving global Information and Communications Technologies (ICT) space at the just concluded 2025 edition of the World Telecommunication Development Conference (WTDC-25).
The WTDC-25, a flagship event of the International Telecommunication Union (ITU) held at Baku, Azerbaijan, was organized to guide the direction for global telecommunication development strategies for the next four years.
The participation of the NCC as the Nigerian representative at the forum and achievements recorded by the nation’s delegation during the discussions at the event clearly demonstrated the country’s growing influence in international ICT policy and commitment to inclusive digital transformation.
Specifically, during the high-level deliberations by global leaders in the ICT space, the NCC staff made several inputs and played key roles that influenced most of the conference’s resolutions, particularly in areas affecting developing economies.

Some of the major decisions reached at the forum include broadband expansion, gender inclusion, Artificial Intelligence AI, governance and child online protection.
The Nigeria’s delegation actively contributed to negotiations and policy discussions, which focused on Expanding broadband infrastructure to un-served and underserved communities, Advancing gender mainstreaming across ICT sectors, Strengthening consumer protection frameworks in the era of emerging technologies such as artificial intelligence, and Broadening the scope of Child Online Protection (COP) within the ITU Development Sector to include not only telecom services but also online platforms, applications, and digital ecosystems.
In one of the sessions, Mrs. Stella Erebor of the NCC served as Chair of the Working Group of the Plenary and successfully moderated the complex multinational negotiations towards unified and globally accepted outcomes, which experts believed contributed to the success of WTDC-25 deliberations.
One of the major feats recorded by the NCC team on behalf of Nigeria was the election of a senior staff of the NCC, Hadiza Kachallah, as Vice-Chairman of the ITU-Development Sector Study Group 1, a position that places Nigeria at a strategic position in the ongoing global research and policy formulation on ICT development issues.
As expected, the commission’s board, management, and staff have congratulated Kachallah on her election, expressing confidence that her tenure will further enhance Nigeria’s contributions to current efforts to boost ICT development across the global geopolitical zones in the years ahead
The 2025 Conference recorded over 160 member-states participation and resulted in the production of a comprehensive 484-page provisional report, outlining major global decisions on the future of telecommunications and digital development.
